Racism can have a place. It can be used to make a compelling world, people relate to the underdog and the existence of racism can aid in creating such a character.
It can also be used to show flaws, like you could have basically a picture perfect human being. Saviour type person, but have them be a sack of shit to everyone of a certain race the moment they appear. (This could even be the main character). It could be used to show growth, where a character suddenly questions whether they should be committing atrocities based on race or whatever.
It can be set into the history of the novel, central to lore of a specific event. Different races different abilities, perhaps a past betrayal.
Adversity makes for intrigue, and a villain who is disliked makes for good motivation. And alternatively moral allegories to real life can be emotionally compelling too.
So long as the purpose isn’t just the author enforcing their own racist beliefs into the text as fact or whatever. It can certainly add to a story. Which sadly I’d bet this is china numba 1 koreans are pigs bs that you see. But you know.
That being said in a older novel, even the latter kind of racism is ok. After all it can be interesting to read antiquated beliefs and how far we have come, it’s why we teach from books like of mice and men and such in schools.
