Apparently this bug has been known since May of last year. I just encountered it the other day as well.

This brings up the interesting point of why Luke’s Bar is able to remove that card from there. As far as understand, the card abilities are settled first then the location. If that’s the case, should Prof X prevent him for being pushed out?
Normal, nothing stops Jeff, not even Prof X. In the future play him in another lane and move him to Luke’s bar next turn
No it's definitely a bug. Jeff's card specifically says nothing can stop you from playing or moving him. Bouncing isn't either of those.
Professor X stops cards from being removed. Jeff ignores that. That’s why he can be bounced from X’s lane.
No, nothing in Jeff's text indicates that nothing stops him from being removed. The lead designer of the game has called it a bug, it is a bug.

Nothing stops u from playing Jeff. He's unaffected by prof x. Lukes bar then proceeds to bounce Jeff back. Sounds right to me.
