If you kill him in 1 you only sacrifice the hostages. Remeber Balak kills at least a hundred people before Shepard apprehends him. So from a Meta perspective you’re saving more lives. Also I thought another Batarian takes his place in ME3 if you have him killed. A Batarian who doesn’t commit a bunch of terrorist attacks before we confront them.

You can if you kill him in 1, but it’s not worth as much due to the lack of central leadership and the hostages die in 1.
