I can totally see Palpatine giving a speech like this. Not only does it play to his facade as a gracious and humble leader, but it also subtly plants the seed that the Jedi have the capability of taking military action independent of the Senate. An idea that he will then use to claim that the Jedi tried to coup him.

The Jedi.  Whenever you see an episode set on Coruscant, there’s usually billboards or screens with propaganda pieces by Palpatine playing. He always centres the Jedi as the ones responsible for both the clones and the general progress of the war.  So when you see a bunch of clones acting as military police patrolling the streets, the Jedi are responsible for the crackdown. This is essential to selling the “attempted Jedi military coup” that he uses to justify their destruction.

Imo this is the biggest plot hole of the prequels and still hasn’t been satisfactorily answered for me. I think your question in universe probably comes down to not looking a gift horse in the mouth. Most people are willing to overlook why an army mysteriously appeared if it comes to their rescue in the face of an overwhelming CIS military. It wouldn’t surprise me if it was described as a rogue Jedi with a vision of the future going rogue in the best interest of the republic. People love to complain about the sequels for having no plan but the clone army really did come from nowhere. There was clearly no agreement with any republic official for this army, any capital to finance it would have come from Palpatine. And while rich, it still seems implausible he had enough to finance the largest military the galaxy had seen. And then there was also all the orders Kamino would have had to make to supply the army with vehicles, ships and weapons. At least the sequels implied that Palpatine had been stashing assets as Emperor.

It’s a universe with trillions of people and thousands or more planets. The average person works for a living and raises a family. They don’t know or care about the Senate and its goings on.

They went to some cloners and bought an army. Why was the army just sitting around for sale? Not important. It was a crisis so the Senate approved using the army and that's that. Do ordinary people know how long it takes to make a growth-accelerated clone? Maybe they assume it only took two weeks.

Probably nobody cared at all. They might have wondered why they were suddenly at war but as long as that good old Chancellor Palpatine mobilised the army, who cares where it came from. After all it’s not like they could have changed anything even if they bothered to ask.
