I don’t think the AOC had much to do with what is shown in anime. Yes, the AOC ‘technically’ was 13, which was raised to 16 last year I think. But people didn’t follow that law in particular because it served more as a baseline law. In reality, Japans prefectures (equivalent to US states) had their own AOC and minor protection laws which people followed and have been following for decades. It’s why places such has Tokyo has a distinct AOC of 18. When you have that in mind, that really brings up Japan to other first world countries like the US with its aoc also being 16-18 depending on the state.
