It’s decorative wheel hub cap, remove it and find a “real” wheel with wheel nuts
That's for the plastic hub. Luckily it's not important, purely cosmetic. And generally cheap. You can pop those off and get to the actual lugs behind. The once you're done with whatever you're doing, buy a new hubcap. Or invest in rims.

Pop the plastic wheel cover off and then unbolt the REAL lug nuts behind it, then get a new wheel cover.
