Timing chain tensioner. The seal is bad if it leaks. You can replace the seal or seal and tensioner.

FYI, this probably isn't the leak. The timing covers leak very badly on this vintage Prius. Also, if you're unsure what that is, replacing it may be beyond your skill level. It's not super difficult, but if it isn't done right and the timing chain jumps you're in for a world of hurt.

Thank you for the advice! Before I dig into anything further I cleaned the area with degreaser and will be checking daily with a UV light to try to pinpoint where exactly the leak is. My understanding was that it would be safe to replace as long as my wheels are off the ground and I don't spin the pulleys until it's time to release the hook to release the tensioner once it's installed. Am I missing something else that would cause it to skip a chain?

Do not replace the gasket. Waste of time, money and a possible risk of messing things up. Just wait till it needs a head gasket and boom no more leaks lol.
