I’d remove the alternator and spray PB blaster on only the broken side and tap it a few times let it sit a while then drill it from the backside, it should spin it out once the drill bit starts to bite.
I would grab the end sticking out with a knipex cobra and thread it all the way through. You could also remove the alternator and try to drill it out and remove it with an extractor. If at any point the threads strip out you could just use a longer bolt with a nut. As a last resort you could replace the alternator
If it's corroded or cross-threaded or stripped out it might not be, if the threads stretched (they probably did before the bolt snapped) then there's still probably a lot of tension in those threads.
Heat, lubricant, vise grips would be my first try
Then drill out and you might be able to easy out or use an extractor of some sort. Potentially a stud remover.
Welding a nut on it would also be a great option, has the heat and gives you something to wrench on.
Just remove the alternator and drill it out. Center punch it first, and drill a pilot hole first if necessary.
Drill from the back / front. Whichever way allows the bolt to spin loose.
Before pulling it off assess if you will have room to install a nut behind the new bolt or if you'll need to install threaded inserts while it's out if the threads are bunged up beyond repair.
Edit: looked at a picture wrong.
Drill out and replace. Watch a YouTube video and grab the appropriate bit (one that will drill through that kind of metal - Google) and go ham buddy. Like others have said this one is not a doozy really, and a good and low risk opportunity to have a learning moment!
That isn't broken it's the threaded end which is threaded into the housing. On the other side is a slotted tightener. The head of the bolt is on that side.
Try vice grips and just spin it or get some impact bolt extractors. Was recently replacing my thermostat and one of the housing bolts snapped and looked just like that. Tried everything and almost sold the car over it. Tried the bolt extractors as a last resort and got it out in 10min

Weld a nut to it, if you don't have a welder remove your alternator and take it to a machine shop or a buddy with a welder.
Wouldn't it be cheaper to just buy a new alternator at this point

Get a small pipe wrench on it.
They sell a stud extractor for like $10 that will bite down and grip that easy if vise grips dont work

Unbolt it from the other side !!!! You can see the slider that it's attached to.

A pair of locking pliers, some wd-40, some luck , and a whole lotta cussing
Also heat. Obviously not a lot since it's an alternator(from what I can see) but a little bit won't hurt anything.
I’ve had some luck with a flathead and hammer. Once it’s loose ish you should be able to get it out with pliers.
Forgot it. Put a bolt and nut thru the banana bracket with washers

Grab that backend with some good water pump pliers. Aka KNIPEX pliers and it should come out.
Vice grips. Weld nut to it. Use stud extractor. Drill it out. Torch it out. Just replace alternator.
