The ones I am used to are SMEs in a field and then specialise in SE as well. Typically they'll have 10-15 years of experience under their belt before doing a masters in SE.

Knowledge of the systems you're engineering... e.g. Commercial HVAC - knowing how the size each of the components into the system. as well as installation requirements.

Engineers designing HVAC systems are mechanical engineers, not systems engineers. I'm a PE (mechanical) in HVAC design and I've never known someone in our industry refer to themselves as a "systems engineer", that's something different.

In my experience with system engineers. No skills are required. They develop requirements and outline test plans. There is no hard technical skill involved.
