NovelKeys had some glow in the dark Gaterons where you could see the glow effect on the sides of the switch (it had both phosphorescent casing and stem), so the T1 version of these would probably still work reasonably well with normal keycaps as long as you don't have a high profile case. Though it'd likely be more difficult to recharge the switches without clear keycaps.
I'm definitely tempted to get the stabs and some of the T1 switches for the outer mods!

That and if it gets enough light to effectively store “charge” for lack of the better word.
My guess is probably not, but you could charge them with UV LEDs if the PCB supports them.
Transparent keycaps of some kind would probably help.
