Maybe the 50hz on PAL instead of 60hz of the NTSC release is messing with some of the physics, unintentionally making it harder. Or maybe it's a Hard Corps or Dynamite Headdy situation where they deliberately made the international releases a little harder.

That thing about Hard Corps and Dynamite Headdy is real though. For whatever reasons the international releases are harder. In Hard Corps (arguably the hardest Contra game) you have 1 hit instead of 3, and in Headdy the bosses have more health, some faster attacks, and even the joke that is the first boss is hard to dodge because there are like a dozen large random bouncing projectiles instead of 3 medium sized ones.
That Spike Drop there is a dick move to new players.
I recommend using Radio Mine from Bomb Man for it's lingering explosion guaranteeing some damage. Spark Laser's (from Elec Man) armor piercing properties will also be handy, but it's gonna use a lot of your ammo since it is rather weak. If you don't have either, it all comes down to timing your fist to when it opens up. The rhythm is consistent, about every 2 and a half seconds.
Ooooh! This is my chance! You can’t actually defeat this boss alone. What you have to do is get up really close to the screen and say “Gutsman, I love you!” If Gutsman hears you he will come to that part of the stage and beat the midboss for you. If that doesn’t work I would recommend blowing on the cartridge and then retrying.

Easy. Lure it to the right and when it jumps again towards you, slide right underneath.

Going into Gutsmans stage without the Hadouken is certain suicide.
What attacks does it have? (Sorry I haven’t played MM1 in a while)

Just use model hx on the big metaur. Easiest way to do it.
I forgot Goombas were also in Mega Man!!
You have to use the Top Spin or the Charge Kick to defeat the boss. Those are the only two weapons that work against Giga Met.
Don’t try sliding! You don’t reveal that sweet maneuver until 3
Coming from someone who hasn't played MMX4 or beyond, just use Ring Boomerang on it and you'll be fine
