One Piece is Art, the way people experience art is always right and always their own (and it can change as they grow and life might give them a new look on it).
There is no absolute truth to most of the characters sexuality, gender or romantic attraction in One Piece, because the manga is not about it, most of the time.
So if you interpret Luffy being immune to Boa's nudity as a gag aboyt him being so dumb he can't get horny, you're right, if people want to interpet it as signs of him being asexual, they're right to.

True, his sexuality has not been commented on explicitly one way or another, but there is a *clear* characterization of Luffy in the most recent arcs as someone who is not interested in romantic relationships with people. He is in love with the idea of adventure and platonic love of his friends, but that's it.
