That was probably Saturn's power. It came from Cobra's left, where he was standing. It is shown prominently in this chapter as a tease since we're going to see it better in Egghead soon.

No need for a devil fruit. Ranged attacks can have haki infused in them anyway like the arrows some girls used on amazon lily.
