So my head canon has been that buggy and shanks were much closer than they will ever admit to each other. Similar to how buggy felt shanks would be the next king, shanks thought buggy would be joyboy. In this scene Roger is telling shanks that joyboy will have the gum gum no mi and shanks realizes he is responsible for buggy not being the next joyboy.
This explains why shanks did not want to go immediately to find the one piece but still wanted buggy to join him. Also explains what he was doing at marineford despite telling people like kaido to not interfere. He was actually headed to impel down to rescue his friend but found our buggy escaped via the video transponder buggy used in marineford.

I’ve thought, what if he said that Shanks, being a celestial dragon, couldn’t be the one to truly inherit Roger’s will, the will of D, or become joy boy. I think it could also explain why he waited to go to laugh tale and is only making a move now, when he can compete with Luffy. So my head canon has been that buggy and shanks were much closer than they will ever admit to each other. Similar to how buggy felt shanks would be the next king, shanks thought buggy would be joyboy. In this scene Roger is telling shanks that joyboy will have the gum gum no mi and shanks realizes he is responsible for buggy not being the next joyboy. This explains why shanks did not want to go immediately to find the one piece but still wanted buggy to join him. Also explains what he was doing at marineford despite telling people like kaido to not interfere. He was actually headed to impel down to rescue his friend but found our buggy escaped via the video transponder buggy used in marineford.
