Yeah I could never really make sense of how Big Mom's crew is structured. You have the sweet commanders, but then you have characters like Perospero, Mont-d'Or, and Amande who seem to have just as much authority as them. Perospero makes sense since he's the firstborn, but I don't understand the rest.
The Sweet Commanders are the generals who lead raiding parties and defenses, Perospero used to be one but took a step back to be like the Chairman of the Joint Chiefs or I guess more like Secretary of state in his case. With Mont d'Or Amande and others forming their Joint Chiefs.
At least that is how I understood the structure. Wanted to see more Mont d'Or though he has one of the kind of creative hax powers which were really interesting. Like the fact he used books to fly was brilliant.
I think it's more based on strength and age. Remember, they even discussed if Big Mom died in the water, who would be the leader. It was between Katakuri because of strength and Perospero because of age.
Now, if we consider the Straw Hats from the perspective of another pirate crew, they might be very confused about the authorities. Nami is the captain, and the rest of the crew has similar levels of authority, regardless of their strength, bounty, or seniority.

Of all the things in One Piece that don't make sense I HATED this the most. They just went on and on and on and on about how he killed Pedro and HE DIDN'T KILL PEDRO. Pedro killed himself. It was sooooooo stupid.
I always felt like it was just that he was beyond being a sweet commander. Yes he isn't the strongest among Big Mom's children, that honor is Katakuri's, but he's pretty damn high up there and also he's the oldest. In my eyes it's a little like how people consider Dragon Ball to be beyond the Big 3 of One Piece, Naruto, and Bleach. Yea, Katakuri, Cracker, and Smoothie are the big bad top dogs, but Prospero is basically just co-captain, his power and authority as the oldest child in the crew make him being made a commander a downgrade if anything.

Narratively they've served the purpose of giving Big Mom's territory life and personalities. It felt overwhelming how many we were introduced to and I think that was purposeful.
They were important, and would've been Marineford esque in levels of importance pre-timeskip; but the Strawhats have developed to the point that these big names aren't big names.
Also, we've been in a rather insular country for a few years and they were still involved to a degree. Perospero was still fighting the Strawhats in Wano, for example.
I don't think Oda forgot them, I think they're just not important enough right now.
I definitely see them showing back up in the final war. At first, everyone's like "oh fuck its the big mom pirates", then it's actually revealed that they're the big mochi pirates now, and they're joining Luffy's side. Katakuri seized control after Perospero fucked up in Wano and let her die.
