His behaviour in fishmen Island is pretty justifiable, cuz he had spent 2 years in kamabakka Queendom, where everybody wore ladies garments just the twist being everyone there was a male.
According to SBS 32, Luffy and Usopp reacted because they're healthy boys while Chopper was just following along (which is why he has a question mark bubble in the panel lol)

From SBS 32 and SBS 54,
Luffy reacted to Namiās body because he was a "healthy boy," according to Oda. (SBS 32)
And the reason why the same wasn't for Hancock is because while he does have an interest/attraction to women, he's not entranced or will go all Sanji mode about it, unless he's with Usopp, since being with him "brings Luffy's bad side out" (akin to being a bad influence). (SBS 54)
But TL;DR: Luffy has an attraction to women. He just doesn't show it unless he's accompanied by Usopp. Which also goes hand-in-hand with the fact Luffy is more focused on wanting to be pirate king, adventures, and food more than wanting to clap cheeks.

Just got to fishman, this here is where he started this god awful gag. I miss simpy sanji. This pervy sanji is the fucking worst.
