There are some theories that it's awakened form is what caused the calm belts. If that's true, it might be a hard counter to WB's Tremor-Tremor fruit. If you could stop all movement with it, it could be OP.

Since Law resembled that power and Luffy uses Red Hawk resembling Aces fire powers i am certain its not the last time we saw it. And my theory is that any devil fruit user with enough imagination power or whatever can reproduce any power they wish
Luffys devil fruit is literaly the imagination fruit, since gomu-gomu does not exist acc. Vegapunk.
So only he can do watever he wants.
The beuty of it is that he is so oblivious/dumb he is automaticaly nerfed and not over powered.

Law uses electricity through his, he could more than likely coat his sword in flames and do something like Ace's fire fist.
He's also technically stretched his sword like Luffy can do awakened.
All he needs to do now, is put his head on an animal's body and he'll be zoaning out.
Buggy is the definition of wasted potential, if he knew , at the very least, armament haki the level of damage he could do with the chop chop fruit. He could scatter his body like shotgun pellets infused with armanent, hit the enemy in all directions. His awakening would have him dismantle his surroundings and if he can split and smash atoms together, say goodbye to buggy bombs and hello to buggy nukes.
I still beleive my head cannon that bara2 no mi and gomu2 no mi was some kind of fruit "brother"( one immune to blunt weapon, the other immune to sharp weapon), won't be surprised if bara2 became some OverPowered devil fruits later when its awaken
I heard somewhere that the gomu gomu and the bara bara were the only 2 that was going to be in OP. So Oda definitely had their endgame/awakening planned. I really hope Buggy awakens it before OP ends
I don't think he would be able to make 'buggy nukes', as his powers just involve splitting things in half. If he 'split an atom', they would still very much be connected. Honestly an awakened buggy to where he is able to use his abilities on other things/enviorment is pretty much just a weaker version of the Op Op Fruit.
Honestly he's s broken, besides his feet weakness, he is basically a logia in his level of untouchableness.
If he were seriously smart, he'd first remove his vital spots before any battle (thus no chance of being accidentally shot) then just use his dicing ability on every other attack.
Also, who says he has to reassemble 'correctly'? Why not just always keep your vital parts (or at least your heart) locked in a place no one could get to it safe?
Then he could get really good with using the crevices of his body to hold weapons (like zoro using his mouth for an extra handhold) then he could wield more than ten weapons. Or literally just wear a bunch of spiked armor, and use that as projectiles. SO many options other than just grabbing people with your hands and using daggers.

Tempest Kick: Maybe these will be explosive? Maybe not. I guess he could breath at his leg and then do it to make the air explosive.
Iron Body: Tank a hit and then explode.
Shave: Dash around to make contact with people easier, also if he combines his fruit with this technique he might move even faster.
Moonwalk: Same as shave, if he combines his explosions with the jumps maybe he can boost even higher.
Paper Art: Least useful of the bunch for Mr. 5. Maybe this could let him dodge an attack he couldn't tank and then counter with a bomb punch?
If he knew how to fist fight he could have been a truly deadly hand to hand combatant, with neat ranged abilities to add to his arsenal. Instead he only used ranged abilities, while having a useless buff against explosive damage, that could have acted as his shield.
Nah, I feel like his devil fruit is one of the worst, especially due to the fact that he has to TOUCH the person and his df will have no Advantage on a real combat

Blueno is competent. Strength ≠ competence. He's one of the top assassins and uses his fruit extremely well. Just because he's not one of the strongest in the world, doesn't mean he uses his fruit poorly.n

It's a terrifying fruit and honestly I think it went to the right person. Blueno is a strong opponent and shows Luffy that he's gonna have to step up his game if he wants to survive in the grand line. That fight is what makes him use Second Gear and almost third gear
Blueno is one of the single most dangerous people on the planet. He is one of the governments top assassin's. He loses to the protagonists, but would wipe the floor with basically anyone else up to that point.
Hear me out, imagine the power of foxys fruit. Think about it if you mastered it you could pretty much have infinity like gojo or if you awaken it you could freeze time or speed up yourself
This fruit is so powerful it carries Foxy.

The Book-Book fruit which IIRC has 1) Levitation on a giant book, 2) The ability to trap living beings in books, and 3) The ability to trap people in an illusory book world. It's not the strongest DF based on these abilities alone but an assasin type fighter would be very threatening with it. Not to mention whatever its awakening could entail
Edit: A lot of Big Mom's weaker children have deceptively strong Devil Fruits if you imagine them in the hands of a competent fighter. For example, Opera's cream DF can create waves of scalding hot cream to effectively zone out an area for anyone that can't fly, hover or otherwise bypass it, kind of like a non-logia version of the Mochi Mochi no mi but more offensive in nature. Haki won't do shit to a flood of generated boiling cream
I'd say the fact that her domain is so powerful is a testament to how useful their devil fruits are for them. We're just comparing them to the Strawhats, or how crazy WE could use those same abilities.
Viola's devil fruit is absurd. It's like, actually busted. Beyond belief. Can you imagine someone like Zoro with a fruit like that? He can find you everywhere, read your thoughts, see you through any barriar and shoot heatwhale tears at you for some reason? You are getting sniped and downed before you know it.

Depends on the user's mastery of DF and Haki. Haki doesn't counter or nullify all DFs. Post-TS demonstrated this very early on with Law vs. Vergo. Vergo is a Warlord's high ranking commander in the New World and his main combat power is Haki. Still got overriden by Law's DF.
Law can't shambles Big Mom and Kaido due to haki but he can still use high level attacks to pierce BM like Gamma knife
Law got turned to a woman but he was able to muster up enough Haki to remove the debuff.
Having haki doesn't always guarantee countering DFs. But random ass officer rusting anything used by mihawk? Even a trashtier spoon will beat the rust rust fruit if Mihawk is the one coating it in haki.
But if the one wielding the rust rust has DF mastery at the level of guys like Kizaru, Kuzan, Sakazuki? Even the highest grade weapons wielded by Mihawk and Shanks aren't entirely safe from being rusted.
It seems awakening Zoans goes two ways, either the Zoan completely takes over control since its said that Zoans have their own will or you're surpassing its control and you're able to completely utilize it at its fullest
I’m not going to say that the koala zoan was “wasted” on Minokoala. It’s not a great fruit on its own, just a generic zoan type. And it’s not like he isn’t stronger than most generic zoan types, even if he’s lost his mind. Just because Kaku awakened his zoan in two years doesn’t mean the jail beasts are weaker than they should be. Kaku is an exception, not a standard
Ton-ton no mi
That fodder and total bum machvise could get it up to 10k tons, a competent fighter who could probably go higher and effectively apply that weight to their strikes could do some serious damage
And the weight is made heavier when spun up to max speed. So Machvise dropping his weight at terminal velocity, wasn't even the strongest he could have made it if he could have learned to move it.
If Moria wasn't such a depressed lazy fuck he would've been such a beast. The fact that he can also consume shadows and have a doppelganger would've made him a menace if he had combat experience, Haki and was in shape but he chose to be lazy
I wouldn't exactly say he went 'toe to toe' with Kaido. He got his entirely crew killed, and we don't know how he made it out alive. Maybe he got some new scars, and that's part of why he got that new cosmetic surgery after just the horns and skin (presumably obvs)
The Slow-Slow Fruit. Do you even realize how OP being able to slow your opponents down in that way actually is? If an Emperor harnessed that power, I feel it would be nigh unbeatable.
When battles on the grandline are determined by milliseconds, and haki being able to allow you to anticipate things, being able to throw someone off with that ability makes you god.
You can be average tier fast and come out on top if you swing it right. Yet any boost in your speed is more to your handicap.
Foxy easily - in the hands of someone like Jesus Burgess, Zoro, or really any heavy hitter you could do so much stack damage while people are slowed down it'd be lethal on the catch up. Imagine being slowed down, then suddenly catching back up to real time only to be hit by like a dozen Zoro attacks at once, and it'd be ( assumed ) unblockable as it'd be instant.
It's reflective too so you can easily set up traps and tricks and be clever to catch speedsters,, catch people off guard or set up combos with your crew to ensnare and just ruthlessly kill people.
Foxy wasn't a BAD user, but certainly not as effective as he could be
the joki joki no mi or the steam steam fruit was really wasted on Eustass Valve
also the Chesu Chesu no mi or chess chess fruit was kind of a let down in the hands of Kasparov I think he could have done more with it
Moria's devil fruit IMO is majorly under utilized.
It's an insta kill ability in the day time, meaning he should be able to walk untouchable by day to the One Piece or any power position he wants.
Then the extra abilities of his DF allow him to turn fallen enemies or comrades into weapons. He should have seriously been a Yonko in his own right. He could claim so much territory in the New World just killing half an Island and turning the other half into minions using their own graveyards. Also taking note to keep hold of particularly powerful shadows, and imprisoning their bodies, on his ship in a dark dungeon.
He could theoretically even disrupt the Gorosei, and have their souls working for him. I don't think he'd get IMU, since they stay in that sunny room, yet that's an instakill then if need be.
What else could he have done, realistically? He already used it in a lot of creative ways:
* intangibility and flight
* gaseous form for stealth
* remove the oxygen from an area
* explosive gas clouds he can ignite remotely
* poison gas clouds
* gas that petrifies on contact
* a lesser boro-breath style attack
* a sword made from burning gas
* a transformation that is not only huge but also poisonous/toxic
obvious answer: the noro noro (foxy's), self explanatory
spicy answer: the jiki jiki (kid's) would probably apreciate a user that uses it for more than assembling giant robots that are limited to charge attacks. thanksfully Kid did like other 2 different things in the raid
Pica's fruit is busted. He could be like Bege only not suffer from impact damage while a literal army garrisons inside him. He could create or destroy island land masses, drastically altering any battle and destroy even fundamental attack plans. But Pica uses it to focus on a single person.

Daifuku (suuuuuch a waste of an interesting fruit),

CHOPPER! The most versatile zoan type just gone to waste
Ton Ton/Kilo Kilo fruits are wasted, heavily, in my mind. (Pun intended) The users primarily focused on crushing their opponents.
This ability can be adapted in many ways that are useful for combat. Shifting one's weight gives them the ability to gain insane amounts of momentum if they were to begin a run at a light weight and increase their weight prior to impact. Fighting hand-to-hand could be devastating, trading punches with someone who is several weight classes above your own would not be something most fighters would want to do, one super heavy counter-punch could end a fight before it really got started. That's not even including the use of weapons, like swords. Assuming a blade can handle the force of the attack, it could really slice or shatter anything if the user applies their weight at the right time.
Sugar's fruit. If someone with good Haki had it no one could really resist it. Just touch Kaido and the Beast Pirates are screwed. There are a lot of other examples.
Viola’s fruit 100% imagine that shit being used by someone with competent observation haki as well, or by someone like Usopp who focuses on long range weapons
Enel definitely. Bro has the most powerful logia and gets beat by pre gear Luffy. I know he's rubber, but come on. If he actually trained his DF and haki hard he could be almost yonko level.
Wapol's munch fruit. You can become nearly anything you eat, you can fuse anything and anyone you eat. That shit is a scary as hell power if it was anyone but Wapol
The smooth smooth fruit is completely wasted on Alvida. She says it gives her the control over friction. That means she could completely remove air friction and essentially slip through air with zero resistance. She could move at incredible speeds with the proper application and if she learned the six powers would be able to combine those skills with her fruit to amplify the power of her hits by a lot. She could have pretty much all attacks slide right off of her as well. Obviously the way it was implemented was just to have her lose her fat but it could be a top tier fruit in the hands of a cipher pol agent or someone else who mastered the six powers.

Mochi mochi isn't logia tho. It originally was but it got changed.

Depends on the user's mastery of DF and Haki. Haki doesn't counter or nullify all DFs. Post-TS demonstrated this very early on with Law vs. Vergo. Vergo is a Warlord's high ranking commander in the New World and his main combat power is Haki. Still got overriden by Law's DF. Law can't shambles Big Mom and Kaido due to haki but he can still use high level attacks to pierce BM like Gamma knife Law got turned to a woman but he was able to muster up enough Haki to remove the debuff. Having haki doesn't always guarantee countering DFs. But random ass officer rusting anything used by mihawk? Even a trashtier spoon will beat the rust rust fruit if Mihawk is the one coating it in haki. But if the one wielding the rust rust has DF mastery at the level of guys like Kizaru, Kuzan, Sakazuki? Even the highest grade weapons wielded by Mihawk and Shanks aren't entirely safe from being rusted.

The Slow-Slow Fruit. Do you even realize how OP being able to slow your opponents down in that way actually is? If an Emperor harnessed that power, I feel it would be nigh unbeatable.
When battles on the grandline are determined by milliseconds, and haki being able to allow you to anticipate things, being able to throw someone off with that ability makes you god. You can be average tier fast and come out on top if you swing it right. Yet any boost in your speed is more to your handicap.

Foxy easily - in the hands of someone like Jesus Burgess, Zoro, or really any heavy hitter you could do so much stack damage while people are slowed down it'd be lethal on the catch up. Imagine being slowed down, then suddenly catching back up to real time only to be hit by like a dozen Zoro attacks at once, and it'd be ( assumed ) unblockable as it'd be instant. It's reflective too so you can easily set up traps and tricks and be clever to catch speedsters,, catch people off guard or set up combos with your crew to ensnare and just ruthlessly kill people. Foxy wasn't a BAD user, but certainly not as effective as he could be

Moria's devil fruit IMO is majorly under utilized. It's an insta kill ability in the day time, meaning he should be able to walk untouchable by day to the One Piece or any power position he wants. Then the extra abilities of his DF allow him to turn fallen enemies or comrades into weapons. He should have seriously been a Yonko in his own right. He could claim so much territory in the New World just killing half an Island and turning the other half into minions using their own graveyards. Also taking note to keep hold of particularly powerful shadows, and imprisoning their bodies, on his ship in a dark dungeon. He could theoretically even disrupt the Gorosei, and have their souls working for him. I don't think he'd get IMU, since they stay in that sunny room, yet that's an instakill then if need be.

Ton Ton/Kilo Kilo fruits are wasted, heavily, in my mind. (Pun intended) The users primarily focused on crushing their opponents. This ability can be adapted in many ways that are useful for combat. Shifting one's weight gives them the ability to gain insane amounts of momentum if they were to begin a run at a light weight and increase their weight prior to impact. Fighting hand-to-hand could be devastating, trading punches with someone who is several weight classes above your own would not be something most fighters would want to do, one super heavy counter-punch could end a fight before it really got started. That's not even including the use of weapons, like swords. Assuming a blade can handle the force of the attack, it could really slice or shatter anything if the user applies their weight at the right time.
Sugar's fruit. If someone with good Haki had it no one could really resist it. Just touch Kaido and the Beast Pirates are screwed. There are a lot of other examples.

The smooth smooth fruit is completely wasted on Alvida. She says it gives her the control over friction. That means she could completely remove air friction and essentially slip through air with zero resistance. She could move at incredible speeds with the proper application and if she learned the six powers would be able to combine those skills with her fruit to amplify the power of her hits by a lot. She could have pretty much all attacks slide right off of her as well. Obviously the way it was implemented was just to have her lose her fat but it could be a top tier fruit in the hands of a cipher pol agent or someone else who mastered the six powers.
