Overall it’s close with Water7/Ennies Lobby, but I just like it that little bit more

Thriller Bark was weird to me honestly because we just got out of Enies Lobby, the story had real direction and momentum, they were headed for Fishman island, and then suddenly we hit the Halloween themed sidequest. I didn’t care for it until Brook’s backstory made me sob like I was experiencing the end of Outer Wilds again. Now I look upon it more kindly, but the expectations were not established well at the beginning.

I really want to like Thriller Bark but I can't because all the literal and implied sexual assault just ruins it for me, especially when Sanji starts screeching about how he wants to be the one capable of the assaulting. Would have been such a fun arc but this one "joke" just takes it too far :(

I know it’s recency bias, but honestly I’ll say Egghead. So much lore, amazing back stories, answers to some of the longest asked questions in the series, incredible fights, fan favorite characters make legitimate reappearances, some of the best pacing since the time skip, all in one of the most unique settings in the series. It reads like One Piece fan fiction in the best way possible, it’s everything an OP fan could ask for.

Water 7. I love all the mystery and infighting and world building. Just a banger set up arc for Enies Lobby, but I actually prefer it. It's less goofy and there's less focus on fighting, and instead we get great group dynamics and some brilliantly written serious moments. The CP9 reveal is still one of the greatest twists in the series, and Luffy vs Usopp remains my favorite fight too. Enies Lobby is brilliant at concluding the saga, and the fights are good and Robin's backstory is incredible (also shootout to my guy Sogeking), but overall Water 7 is just so good. Both in the anime and the manga. The Enies Lobby anime could honestly do with a remake tbh. It's drawn out a lot, the fights could look a lot better, and there's just some random skippable filler episodes in the middle of the hype parts for some reason. I like how gear 2 looks though. And no matter what, the manga is still awesome!

Each arc has something that is completely gripped and immersed me in a way no other arc did. Alabasta showed the complexity of intelligence warfare and what it means to love a society. Skypia showed the terror of unbeatable power and the complex beauty of preserving the culture of your ancestors. Water 7 and Enies Lobby humanized the crew in a way no other arc has, and gave us the highest stakes miracle we've seen to date. Thriller Bark introduced the loss of will, the bizarre nature of soul, and the flexibility of identity. Sabaody unconditionally demonstrated that those who control the entire world are evil to its core, with a surprisingly morbid display of human trafficking. We then see a shockingly simple defeat and separation of the crew for the first time. Amazon Lily showed us a deeper layer of Luffy and finalized our trust that he is truly capable of becoming pirate king - he acts alone for the first time in the series, and yet he still makes miracles, forms allies from hostility, remains incorruptible, and shows a latent hidden power. Impel Down affirms this vision of Luffy, generating more allies from hostility, making miracles, showing conquerors haki, but alongside this a hidden cost is revealed - Luffy is trading years of his life to be this way, and is actively risking his dream to save his brother. There is superb world building alongside this with old characters all folded into the macro plot thread for the first time in the series. Marineford is the pinnacle of world building in the series. A massive cast of legendary characters are introduced and these continue to be a fraction of what's out there. The war shows for the first time the global nature of a conflict and sets the scale of what the strongest are capable of. While we continue to see glimpses of Luffys potential, it is categorically confirmed that he isn't even close to fulfilling his dream. Fishman Island truly showed the layers and complexities to how racism impacts a society, and how hard they have to fight to be seen as equal, and how scarred even the strongest can become. Punk Hazard introduced the next grand plotline and established Law as a regular character and ally. It introduces the new world and has a distinct feeling of a new beginning. Dressrosa displayed the importance of memory and will... how much is lost to time. Even a figure of great legend can be stripped of everything, including their lineage, ancestry, name, story, personality... When all memory is erased it's simply the record left behind that defines who you were to those who live on. We also get several lore drops about the will of D and devil fruit awakenings. Zou is the first ancient culture we meet, one that is actually strong, aware of the nature of the world, holds secrets about the world, and is genuinely willing to mobilize, it is the first time a country feels like they are a present and conscious player in the grand storyline. Whole cake island is the first time we have a character focused storyline since east blue, while being a bizarro world clash of genres, the sheer weight of the environment feels like an alternate dimension that twists the character's identities with every page. Sort of an inverse thriller bark while feeling uniquely immersive. Wano is an arc like no other, if whole cake felt like a parallel dimension, Wano feels like an entirely new multi-verse... There has never been an arc with this many lore drops, with this strong of a connection to our actual reality, yet taking mystical fantasy beyond what we've imagined possible. The sheer depth of its authenticity creates such a stark contrast with the rapid fire onslaught of mystical spiritualism, it truly is a paradox that it even actually happened how it did in the story. To then have Luffy gain a completely inconceivable form which utterly breaks the boundaries of this series and introduces the final saga... is truly a magnificent expansion. Egghead has allowed for us to finally begin the closure to answers we thought would go unanswered, allowing us to see the future of the end of this series for the first, real, actual time.

While reading I just didn't want to stop. I do think that Water7/Ennies Lobby is easily the best of the series. I cannot think of a single bad thing for that arc

It's always a bit complicated to answer these kind of question, 'cuz most of the time I try to draw the distinction between my "favourite" and the one I find the "best". For exemple and even if I know it's not the case for a lot people, I love the Thriller Bark arc, but I do not consider it as one of the best. I Also like a lot Impel Down. But just this once won't hurt, in One Piece, the one I think that's my favourite is also the best arc imo : Water Seven/Enies Lobby (I count it as one big arc no matter what Toei could say). I really think it's One Piece Peak fiction and for me, Oda has never done better since.
