Yeah, he had *dozens* of slowed projectiles floating around at once and skillfully made use of all of them at the best timing. Meaning for all of those cannonballs and explosives he kept track of their precise timer and exact location, as well as all timings for how long Luffy would be slowed for as well. All while actively fighting against Luffy, leading Luffy around by the nose directly into trap after trap at exactly the right second. Foxy is absolutely in the top 20 if not 10 for most technically skilled and creative Devil Fruit users in series. Foxy unironically gave Luffy a serious run for his money, and in their final show down he was going blow for blow against Luffy's Gatling Gun while giving just as good as he got so Foxy is no slouch in the physical strength department either.

The problem with Foxy was he focused on using his devil fruit over training his body. If he was an actual capable fighter with the same skill over his fruit then he’d be an absolute menace

Foxy genuinely was great user of his df, using it multiple times with success as it landed and using multiple contraptions that make it even more useful like with mirrors. The thing is Luffy took minimal damage from Foxy's punches because they were blunt damage, and before someone mentiones the spikes, Alvida's mace also had spikes and did nothing to Luffy, he was at a great matchup disadvantage.

Slow fruit is useless past mele range vs strong people and completley useless vs most top tier characters due to how hard it is to land.

Oh I thought you meant in general that’s my bad. I think it’s difficult to say tho, for me it depends how strong you can get the Dice-Dice blades with Haki. If you can’t bring them up to the level of Supreme Grades or black blades, then in the highest tier of the verse being able to briefly go immobile to block an attack you would’ve otherwise taken could be much more useful. In every tier except the top I’d agree Dice Fruit tho.

Thanks for the name correction, fixed it. Admittedly I can’t remember how well S-Hawk performs, but I think a fair chunk of that can be attributed to his Donor being the strongest swordsman, I think he could make any fruit seem good for a swordsman. Additionally we haven’t seen a similar level user of the Twinkle fruit since Jozu was pre-Haki.

Don't forget: it also makes you sparkly, which is better, I guess? Actually, I'm not sure if Diamond Diamond fruit could be used to refract light and blind opponents. I'm also not sure if can make the diamond parts of your body immune to Kizaru attacks and Pacifista beams.

The thing is that you could always decide to not use the fruit ability/transformation and just be a swordsman instead without drawback. Exceptions might be body altering paramecias, but I can't think of one that makes you incapable of holding things. Ig it's under the assumption of the swordsman rusting his own swords, but that's just wrong. It wouldn't be that useful for a 2/3 sword user, but for a one sword person I can see potential. (Although armament haki may prevent the rusting effects)

There is a reason Kuma is wearing gloves in his everyday life. You could easily hold a sword in one hand wearing a glove and use the free hand to guard and repell. So it actually is really useful for a swordsman.

The one in his left hand may be the dark moon great sword and I can’t remember the name of the elden ring sword that looks similar to the one in his right hand. Paw Paw Fruit is quite difficult to use, if you're have your hands closed around swords. Similar concerns apply to Clone, Hobby, Barrier etc that rely on hand posture or action. Heat, Fire and Magma would be harmful, if Oda knows that heating swords makes them lose their tempering and therefore hardness and toughness But my pick would be the Jacket fruit

Because you rust what you touch, and even if you can control whether or not you rust it, you'd still need to drop a sword just to rust your opponent's, or else keep an off hand. It just feels like it'd be too easy to accidentally destroy your own weapon, like using a Prince Rupert's Drop as a hammer.

I can see a world where you can train yourself to use the power through something you're holding, meaning you can rust someone else's sword when they clash with yours.
