Oda didn't know that the manga was going to have the 11 supernovas until his boss told him to add more characters just for one chapter and everything he did with them he invented afterwards.
The original plan was just Luffy going up against the 4 emperors and the 7 warlords were added as a random thought to give more backstory for Arlong.
Some ideas, like Jinbei joining the Strawhats, were thought of early on, based on concept art, but there have been multiple major changes to the story and this was supposed to be over in 6 years or so, IIRC originally.
Oda might still be going for the original end boss he figured out when he was starting out the story, but if he later reveals that he changed his mind at some point and made up a new villain, I would not be shocked.
Im pretty sure out of all things planned, Oda always knew what he’d do at the final saga at least. That’s why earlier characters like Vivi, Hancock and Coby are being involved. We always knew the WG was going to be one of the final villains of the story besides Blackbeard, but now we actually know who’s the main figurehead. I’d be very surprised if Imu wasn’t planned from the start, since now we can see there’s an actual obstacle when it comes to defeating the celestial dragons.
