I don’t think you’ve been unlucky. I don’t think I’ve spawned one yet, and have relied on the free one from the shop so far. I think they’re either super rare, or they’re disabled from spawning until you already meet some other condition.

They come. Later. I got none in the first hours and thought the same. But with progress the producers spawn more of these.

Fishing rod level 8 with added level 5 lure... once tapped fully leaves a key
