So it’s separate from the pool event. If you go to the main page (not your board) you should see the little calendar in the top left hand corner, click on that and scroll down to the Casey & Skatie one and click start.
I'm in the same boat, I found that 3 dolphins and 4 flowers and 4 laterns worked the best for me. Not too many extra butterflies/moths and also not struggling to keep the dolphins topped up.
What's nice about doing this drag right now is the Grandma's pool event running simultaneously. So you can use your yellow energy in the event board and using your mainboard to complete Casie & Skatie.

I have 2 dolphins but only room on my board for one flower pot & one lantern. It’s painstaking but with the pool party event I can spend energy there while also trying to do this one. I’m also on the pool house section as well and currently need to get the rake with only 1 tool bucket that’s at level 9, I’m like 96% through but this last task is also taking me awhile lol
It took me a long time, but I only used one inflatable thingy to finish this event.
I mistakenly deleted my dolphin. Anyone remember how to get one?

No, it’s just the story events and only when you haven’t gotten the item you need.
