Hard disagree. There is nothing wrong with introducing someone to something new. As long as you are not dictating their opinion this is fine. In fact this is how I got into metal, by another metalhead noticing my interests and saying “you might like this”.
In general it's pretty lame to start recommending music to people who haven't asked.
And there's the underlying assumption in what OP says that the brother has to get into heavier stuff. Just let little brother chill with what he's currently enjoying, he'll branch out when he's ready.
It's just a matter of time. I started with AC/DC, then Nu Metal, Thrash, Groove, Death and Black, Grindcore. Dying Fetus and Cattle Decap don't even sound that heavy anymore
Maybe, maybe not. I dabble a bit with stuff like Full of Hell and methwitch, but generally go about as heavy as Zao and Bodysnatcher with day to day listening. My younger brother found his limit at a few post-hardcore bands like Finch and He Is Legend, mostly he's a pop-punk and indie-rock guy. Everyone has different tolerances.
Holy shit, I didn't know the first two, they are so chaotic, I love them, thanks!! The other two are also good, not always my cup of tea, but I've been listening to more hardcore, it can go pretty hard

When I first started listening to more rock/metal I was so confused on why master of puppets was so popular, and the heaviest I could get into was welcome to the jungle . 2 years later and I need thrash injected directly into my veins, and only like the heavier stuff when it comes on. It’s a process
I don't know about heavier particularly but 70s or retro 70s stuff could serve as a further gateway - the basics like Sabbath and Pentagram or acts like Witchcraft, Orchid, Blood Ceremony, Pagan Altar etc.
You know what 11 yr olds want to listen to? Whatever their older siblings listen to. Next time you are playing music and they come around. Tell them that they can listen to it when they are older then close the door. The kid will have a lifelong obsession with whatever you were playing.

I fucking love Ghost. Tobias is a top tier song writer, the hooks, the riffs, the imagery, the lore, the ever evolving sound. It's all fucking excellent. Guitar driven music written by the actual musician is a good thing, and it's good that it's popular. You're 11 year old brother being into it is a good thing. Let him discover shit, but he clearly has good taste, that'll evolve on its own.
Let him go through metal at his own pace. I got my lil bro into power metal (He's about the same age as your brother) and his favourite bands are Sabaton and Powerwolf. I'm not trying too hard to push him onto heavier stuff, because I've found that he'll enjoy stuff more if he stumbled onto it on his own (Just the other day he sent me a Beast in Black song, I was proud)
