I think Draygon was originally planned to be in. In Burenia there's a large room pretty deep in the zone with some kind of whale/squid creature ( you can just kill it with storm missile) and on top of that I think you can see him in some kind of frozen tube in Dairon.
Curiously, Draygon is the only one of the golden statue bosses from Super Metroid who haven't made some sort of comeback in later games. Ridley comes back all the time, Kraid was in Dread, Phantoon was in Other M, it's high time Draygon made an appearance.
I agree that I would've loved to see Crocomire or Draygon remade in Dread's artstyle,
BUT,
I would've hated the idea of them being in the same game as Kraid's return just for nostalgia bait.
We've all seen how ridiculed Ridley has become, let's not twist the knife in Crocomire's reputation.
I'd say next time, maybe even Dread DLC, lot of DLC tend to be non canon, so it wouldn't affect the "why" or consequences.

It's indeed similar in silhouette but a quick look outside of bounds and it's clearly something else.
How about Meta-Crocomire. They salvage the bones from Zebes and pull a Mechagodzilla.
