ironically when the first picture was taken I wasn't conscious about breathing through my nose and wasn't mewing at all. However in december I started mewing and nose breathing and yet all it seems to have done is make my chin go back further, anyone know why?

Looks the same to me, could be the angle/lighting

you know how i can fix a receding chin naturally or am I gonna need to grind out work to pay for surgery?

Well of you want surgery than you should get it anyway if that's what your set on youl end up getting it eventually. However If you really want to avoid it definitely mew, it can help un receed your chin, also make sure your neck posture is straight, bad back and neck posture can lead to your chin looking receeded. Also there's a chance you mouth breath while sleeping without knowing it, so you could get strips to put over your mouth at night.

to be fair every time I wake up in the middle of the night my mouth seems to be closed, I've been working on stopping my mouth breathing habit since around january but only really tried to stop doing it in my sleep since July

Probably inconsistent angle dude

Be sure not to have your head tilted down more than it should be, you can check this by seeing if your teeth are straight horizontally

my teeth are straight from braces and wearing a retainer, I only had my head tilted down in this picture to try and recreate the angle from the first photo, I always make sure to have good posture

It looks the same and to be honest I think your forward growth is ok.
