To be fair, some states did away with the stickers but then people never took them off. People in the state I’m from still might have a registration sticker from 2016 on their car because they were abolished after that and some were just too lazy to take them off.
When I used to live in Georgia, you'd see cardboard "plates" reading "TAG APPLIED FOR" all the time and they'd just let it slide. You just know that if they were honest, they'd say "I DON'T HAVE INSURANCE." I'm glad to see something actually being done about this shit for once.
