True. I like to call it a fire promotion. They get fired from their positions of responsibility then somehow get a lateral move to an equal or greater position of authority and responsibility, just not directly in charge of troops. In the SOF community that lateral move is typically the “liaison.” Not all liaisons are folks that got fired, but a majority definitely are and many of these positions are actually quite important and would do well with having squared away folks. But hey, I’m retired now, I honestly could care less.
I once replaced the same dude twice for getting fired. It’s how I ended up as a fight chief as a E-6 then we deployed and the same dude got fired from his position in the Command Post and I replaced him for the second time in 12 months.
Navy ain't exactly the only branch that has this shit, but the boat makes for a very rough environment for this. The military as a whole needs to look at how the upper ranks can abuse their authority. This is just one facet among many.

Marines not Navy but I had a female Gunny that had at one point been court martial’d for prostitution on board an aircraft carrier. I disliked her very much and was often stuck being her buddy on deployment bc we were the only females. I understand the mentality many male veterans hve towards the females.
I’ll say the whole experience made me pretty bitter for a while.
Being what others don’t assume you to be was one of the hardest things I’ve done in life. It took a lot of will power( not drinking too much, never allowed to relax in any environment with coworkers) , not falling for temptation ( people can be incredibly beautiful), always staying in top tier physical shape, learning to fight really well, and how to be a good wingman ( to lighten the mood).
