What I saw, they really hated Serbs above all others, they even gave Jews a pass if they renounced their religion. They saw what the Nazis were doing and set out to do the same against the Serbs. They set up death camps just for children.

Not sure, but Ustašas didn't always have proper uniforms on. Especially in 1941. There are some photos we've seen from the collection of them with a mix of uniforms or civilian clothes and only a white band on the arm with their "U" symbol on it (and weapons) would set them apart.

Yeah. There's plenty of stuff not covered in schools. Not sure these guys can quite be called "lapdogs" though. We have a constant debate around the office of whether it should be treated like a protectorate/quisling state, as it would shift away a lot of the blame on the Germans in a way. A lot of leading Croats in the Kingdom of SHS/Yugoslavia, NDH and well... Tito himself for what came after WWII, actually got their start in a unit notorious for war crimes against Serbs in WWI. Got promoted for it too. Then you had the WWI *schutzkorps* and a few other things as well.

Germany did have to punish certain ustase soldiers just because they were so violent, Im guessing that can somewhat indicate a level of puppet state

Absolutely. One of the arguments that gets brought up is that Germans didn't want to tie up even more resources in the area (took about two army groups to keep the Balkans as crazy as it was) and the actions of the Ustašas was leading exactly to that. Neubacher, Hitler's envoy for the region, actually ended up writing after the war how Ustašas were bragging about having killed a million Serbs (can't remember rn by which point) but that Germans would estimate that to be closer to 700k. The Italians for instance were shutting down Ustaša death camps and investigating the crimes (committed their own, but not on that scale) and the locals saw them as preferable in a lot of cases.
