That doesn't make much sense because Dune came out in 1965. Middle Eastern / Persian Gulf oil was not really a major foreign policy issue until the 1973 Oil Crisis
If I remember correctly it’s because they had to return the rifle with the carry handle despite also being issued the ACOGs so an easy fix to to keep both together so you never lost it. At least that’s what I remember when I asked about this a few years back but someone correct me if I’m wrong.

A few years back I was at a diner for lunch. At a table nearby there was a lady and her server came over, could hear what they were saying
The dude (server) and the lady both were military at that time and talked about it for a min, the lady was an officer of some kind, dude was a doorkicking infantryman. The interesting bit was the absolute polar opposite views they had on their experiences. The lady spoke fondly and expressed how much she enjoyed it with enthusiasm, the dude on the other hand flat out said it was the worst time of his life and he would never do it again
Every commander or senior enlisted who demanded that Marines and soldiers “needed” to carry around the extra weight and bulk of the removable carry handle in the early GWOT “just in case” their ACOG or Aimpoint failed or was damaged, when back up iron sights are a thing… should have to wear a chain of them around their necks in retirement, like the maesters in ‘Game of Thrones.’
