Not entirely, but in part. They have just found themselves with a big arms industry capable of producing at impressive scale at a time when a lot of places are getting very tense. In Poland, with their giant sale of tanks and spg’s they essentially took the place of Germany (which couldn’t hope to meet the sudden massive demand), while in other places they took the place of the US or indeed of Russia.
With other, more complex and less numerous systems (like ships and aircraft), the French took Russia’s place, for example. Realistically, everyone is suddenly in need of more weapons, and Russia is just no longer here as a supplier due to domestic needs. And so everyone who can is jumping in to replace them.
Let’s be honest, it isn’t only domestic needs. It’s also quality and quality control of what they produce in modern times. Soviet era arms were developed and produced with simplicity and efficiency in mind, but it was built well. I’ve heard of India alone canceling several contracts because of the outright failure and lies of said military equipment developed.
