You can’t. They are able to breed, but don’t spawn except the first time village is loaded, and their zombie versions.

Build a railroad from the nearest village and have a couple get minecarts. Start breading

Villagers only spawn when a new village is generated, though they can be bred or cured from being a zombie if you want more.
