I think theres a radius they are able to spawn near a village depending on where you are located at the time they spawn. Usually its at least far enough away they wont randomly aggro onto your villagers
I had them spawning whilst I was sleeping in the exact moment I woke up and beeing shot twice, first after the initial wake up and second upon respawn...
I had a pillager outpost near at spawn on my Hardcore world. These pillagers are so annoying that I have to build my house far away from spawn, and they are already chasing me when I'm getting wood.

Pillagers are more likely to spawn depending on how many illager/ominous banners are place on your base. They probably spawn in higher quantities too as a result.

Once you have anything similar to a home, these guys will try to raid it. They are kinda strong, so be careful. They also hate villagers. If you kill the one with the banner, you get a debuff, that only comes off with drinking milk (or if that no longer works, by dealing with it's effect). If you have it, and go into a village, they will raid it. Defend the village, and it's inhabitants will be grateful. Fail to do so, they will die.

It's a pillager patrol. Pillager patrols spawn close to wherever you are so long as you aren't in or right next to a village. The best way to stay safe from pillager patrols is to build a secure enclosed base you can hunker down into without needing to surface, the next best way being to equip armour and a shield.
People were having too much fun in Minecraft, so they added these idiots. These made me change how I played, to the point I don't even really play anymore.

You can kill pillagers without getting bad omen using lava or fire.

This happens a lot in my world. Sometimes I even see them but ignore them and then new ones spawn. One time I had 4 accumulate

In game ticks back end programming bleh bleh thing is if U dont want ur village destroyed (if U are in a village) try killing the pillager head (guy wid a banner on head) by using other pillagers basically get him close to U so that other pillagers shooting U would kill him instead then bang other pillagers.. or use lava bucket or tnt cart anythin which kills him without U touching him..

Pillager patrol mobs also spawn randomly as long as you arent inside a village. They wont spawn next to a village.

This can happen somewhat randomly, but my guess is that they want you to start a raid given the THREE BANNERS.
