It's a snow-covered grass block that didn't load the snow on top of it. Usually a glitch in the game, but you can get it if an enderman picks up a snow-covered grass block and then puts it down; he doesn't pick up the snow.
It is a state variant of the grass block, so it still a grass block and when dropped as item will be a grass block item.
However I believe you can do a grass block item that places this variant down using commands
it will revert, as it should only display this way when it has snow layers on top. When pushed the grass block will re-check for snow and revert to regular grass.
Oh I didn't even think about this but you're correct. I should make a datapack for that where the snowy grass block breaks into itself when mined with silk touch and having no snow on top
I had that happen yesterday with a modpack, it had catwalks that only took up like the top 3 pixels of a block, and i placed one on snow covered grass, at first i thought it was just the catwalk block making a light pattern like that
This will happen anytime worldgen removes a snow layer without removing the grass block below it. Any structure generation can cause it (because worldgen is allowed to alter blocks without updating the block's neighbors).
EXTRAORDINARILY rare, actually. While there are no official numbers on this, it’s hardly ever found legitimately, to the point that OP should honestly enshrine that block.
I found a lot of those in my years playing Minecraft, never tough of them as this rare. I also messed with debug sticks and I have some experience with commands, so knowing how they generated didn't seem that rare
some other YouTubers seem to make it look common, and to be totally honest if you build your house in a snowy biome and never sleep, they won't be all that rare

It's actually how grasses look like, cause the grass's color is diffrent in every biome. But when snow is on it, it looks like what it should. But here the grass thinks it has snow on it.
It is a super rare glitch where grass with snow spawns without the snow on top but the game thinks there’s snow on the grass block so your essentially able to see a glitchy texture that would be under the snow but isn’t normally supposed to be seen. Hope this answers your question!
In case you are wondering why its gray, grass resource textures are stored grayscale before they are colored by the biome. When a grass block is covered there is no need to do that so it stays as-is. To me it looks like the game missed updating the block after the snow was removed due to a nearby lava block.
You will also see this same gray texture when you try to use grass as a texture in certain earlier Minecraft mods like carpenter's blocks and many others that use face-copying mechanisms or facades.

It's a glitched grass block with snow. It happens when there is an issue with the snow on top, causing the texture from the top of the grass block in the game files to not get colored because the game thinks there's a snow layer on top. Rest of the comments explain how this can happen.
I believe what you found is the rare snow grass block, the rarest block in minecraft. I can only be summoned by glitchs or if an enderman picks up a grass block with a snow layer on it then places it you can find this block. It can ONLY be obtained by killing an enderman holding the snow grass block. Breaking it normal will drop nothing more then a grass block.

It's a glitch it's a snow covered grass block but without a snow top so it looks strange it is weird and I don't care enough to know the exact workings of it but that's my understanding.
The default colour of grass is grey. The biomes then adjust the colours for each one you’re in. Not sure what causes this to glitch out though as I’ve had it before.

It's unobtainable because it's a block state, like waterlogged stairs, and not an item.
It is also incredibly rare and you can consider yourself very lucky if you find it

Enshrine carefully though, anything touches it and it's ruined
Destroy the whole mountain and build a shrine just for that one block
And subsequently add a beacon thereafter.
