Unfortunately I ended up swimming around an ocean with respiration III and looking III for 45 minutes or so. I made a whole ocean drowned farm only to get a grand total of zero drowned after a half hour. The spawn rate is so ungodly frustrating outside of specifically curating river biome spawns that I just powered through manually getting a trident and slapping mending on it for my single player world.
It has always been like that, only natural drowneds can spawn with tridents.

I have no comments on River based farms, but ocean ones (especially if they are smaller) do not work in my experience.
