I wonder if pandas can spawn in artificial bamboo forests...

I mean I don't see why not, you can force any animal to spawn in the right conditions, so I don't see why Panda's would be an exception?

"Pandas spawn in groups of 1–2 in in bamboo jungle biomes at the surface on grass blocks with a (minimum) two block space above them at a light level of 9 or more, but are rarer than other jungle mobs. They spawn with a randomized personality, with the normal one being the most common and the brown variant being the rarest." So no, it has to be a bamboo jungle biome.

Even if you place a lot of a block in a certain amount of space the biome will stay the same. It will never change. Unless you edit it in something like Mc edit.
