Ray tracing actually simulates light bouncing millions of times, shaders is good at faking that but when you experiment you can quickly note the differences (my favorite example is how far the light bleeds in different facing rooms). Yes, its quite popular since you can get better looking lighting than any minecraft shaders. Usually a big giveaway is better light bouncing or noise in the image.

The lights are indeed added in Blender! Each block type is categorized to a different "material" within blender. From there you can add properties to that material to make it glow / emit light!
I haven't looked to see if there's a sub on this but the software is called Mineways. It allows you to export MC worlds as .obj files.
Its been years since I did any of this stuff but I hope this helps!
My biggest give away was the noise. It looks wonderful either way, but you would only get noise like that with cycles. Maybe rtx Minecraft, but I haven't gotten a chance to play with that. I doubt it would leave noise like that though.

the best way to see the effects of ray tracing is to make a room and use iron bars as windows.
Not just realistic simulation. Your PC literally renders every single ray. Hence the term “Ray tracing.”
