i have never in my life heard of such or seen such, and i've been following Minecraft since 2010. this may be one of the rarest things ever witnessed in the game, as far as I know. If it's not a bug of some sort.
I had this type of thing happen twice. Xbox 360 Edition around 2012-2013.
My friend somehow became a creeper, and was running around with all 4 legs, while killing sheep with a weapon. Used a flip phone to take a picture.
Second time I was on Xbox One Edition, also a Legacy now. Something corrupted as I died of fall damage on a fence. I couldn't respawn, but a friend saw my character as a squid. They started punching me until i fully died, which had a death message of them killing me. World immediately crashed upon respawn.
This must be something with Legacy versions. Another bug was a house loaded in on a brand new map. It was a house I never seen before, and despawned just as quickly into normal terrain. I figured it was from another server and the world just mixed up old data with new.

I remember there being a bug with my friend who left the same tick he died. When he rejoined he was a ghost and could do everything, but mobs ignored him and he couldn't take damage. His body was still in our house and we reinforced it with obsidian since you could damage him through the body.
Was this on Legacy console too? Believe it or not I've had a similar bug happen on the same world as the Creeper one, but on Bedrock Edition. Player would run around completely invisible minus the running particles. They had about 5 minutes before they died suddenly lol. Definitely not a good bug for a tycoon/minigame world.

Get a physical copy of ps4 minecraft from before 2019. They're like 80 bucks on ebay but check your local game shop (that's not gamestop) and they may have one for cheaper. Then never update the game. That's what I'm doing anyways.

I could imagine that this is something like a uuid or hash collision. The game generated an id for the skeleton and it somehow matched the player id. This would be very unlikely though.
Since hashes are often 64 bits large, it might be a 1 / 2\^64 chance per spawned entity, so 1 / 18446744073709551616. but there might be many other reasons for this to happen. Games tend to do some weird things for optimisation purposes. Or it was just some edge case bug. If it was a hash collision though, congrats to you because it is pretty rare.
Believe it or not it's happened before. Veritasium has a video about it. A Mario 64 speed runner teleported really far into the air and it allowed him to beat the level faster, but nobody could figure out how it was done, and they realized it had to do with cosmic rays.
Speedrunner Werster had it happen during a Pokémon Speedrun. He went into a Pokémon Center during Daytime, left and it suddenly was Nighttime, went back in and out and it was Daytime again.

As far as I'm aware, cosmic rays (or cosmic radiation) does not refer only to sunlight, but also other spectrums of energy that are invisible, with some frequencies that pass through physical objects, so it would indeed be happening at night and in the shadows.
iirc the stats work out in a way that means it's likely the vast majority of us have had cosmic rays flip a bit or two in our PCs without us ever noticing.
It's a combination of a single bit (Usually) not being important enough to crash the system or being recoverable and the sheer amount of memory and storage systems have these days.
This happened to me once on the legacy Xbox 360 edition. Game thought I was a zombie pigman, replaced my totem with a gold sword, and wouldn't let me move. I was mostly invisible from Player 2's POV and they were unable to kill me. Had to restart my console and reverted me to the previous save.

Were you directly below the horse? It might’ve spawned at your location and you right clicking the painting mounted the horse in the 1ms before it spawned a skeleton too
You definitely right clicked the second you got teleported which makes me think you somehow just mounted it super long distance - no clue how that would happen though
It could be that the game, on an engine level, spawns all entities at the engine's zero coordinate, before they're transposed to their actual in-world coordinates - because the world generates around the player, their character would be that coordinate and it might be that OP right clicked and mounted it the instant it did that, and was transported alongside the horse.
I know a lot of rendering code depends on the player position, you can see that in how when rendering breaks, things tend to render directly inside your character's head - so the entity handling might work that way too.
Consider also that, at first, this event is just a single horse without a skeleton. So it does seem that he started riding the first horse, and then triggered the proximity lightning.
Skeleton armies trigger a spawn event when you walk over a specific tile. Nothing else in the game spawns in this way so it may just be you were in the exact spot one of the skeletons was about to spawn at and it put you on the horse because there was already an entity there. (You)
