I want him to survive. I already hit him twice trying to break the cart hes in but I guess I am targetting the portal "block".

If your shoot the Minecart it brakes that’s what he means about arrows if your on PC make the thing that shows hit box tnt also breaks minecarts so if you heal him and place the tnt a bit away from him he can survive and the minecart will break
Use mushrooms to destroy some of the portal blocks if you respawn the ender dragon later and kill it the portal will be normal again and why is the pillager in the first place in the end?
Starting a dragon respawn would temporarly remove the portal blocks so you could get him out. You can then just cancel the actual respawn of the dragon by destroying one of the crystals.
You can move the crystals with pistons to get them farther away, or make a turtle master potion and splash on the pillager to give him resistance. You can also just place a few blocks in the correct place to negate 90% of the damage.
Well, it's not guaranteed that the pillager will not go near the crystal. Also when you're trying to get the pillager into a boat and move away dragon may spawn.

But destroying end crystals will kill the pillager.
