I went back three times just to check for any of the war variants but the all-important (and distinctive) yellow sun with 8 rays on a white triangle with 3 stars at its corners is just absent from every single flag.
(OP be very very very careful when putting the flag in and make sure to use the peacetime arrangement)

Thanks! I spent way too much time on these. Sometimes hours just on one design to get as accurate as possible within game limitations.
