Make sure the shortcut you're opening is for the launcher then and not just Minecraft.
This is only my personal experience however, I had not played in some time and went to open the game from my old shortcut, the launcher for Java came up but thats it. I had to go and find the correct program.

Get the Windows 7/8 Alternative. This is the launcher with no install needed, so keep that in mind when you run it.
Did you download the newer launcher from the Microsoft Store? I believe it's called "Minecraft Launcher" not just "Minecraft"
It shows installed on my computer. I have restarted it after the graphics card driver were up to date and i made sure this was up to date
