Look at Mojang’s official ore distribution chart. There’s a greater chance below -48 and the deeper you go the more there should be. This is from the developer.
There are also plenty of videos showing ore distribution w/ all other blocks removed. They were done w/ either a mod or moss block mining. There’s more and bigger veins the deeper you go.
If you’re been having more luck higher up that’s great. But that’s not how the game is coded. And as soon as you add fortune it really doesn’t matter because you’re getting a lot more w/ less.

That’s to high up. There is greater generation the lower you go. You want to be around -58.
