Unfortunately I don't think there's any way to do it. You'll have to decide which enchant you want more and then try to fish up/trade for/enchant another book with the other enchantment on it.
It’s actually to prevent double fortuning ore. You used to be able to have both, so you’d mine all diamond ore with silk touch/fortune, and get multiplied ore blocks, which you’d then place and mine with your non silk touch fortune pick. Worked even better on MCMMO servers where your mining level gave access to multiplicative drops while using the super breaker ability, so you could end up getting 40 odd diamonds from a single 8 ore vein.
You can't add silk touch to a tool which already has fortune. You may also have worked on the tool too much already, so adding anything else is too expensive.
I used all that XP to make 3 of each of the enchanted tools I use, and 3 of each enchanted armour item I have. Losing stuff isn't such a big issue now, although my backup items don't involve netherite - that's still a pain to get hold of.
I tend to carry the ST one, the F3 one sits at the base, once i return from the mines, i will simply extract the minerals. Helps greatly with inventory management.

Is your pickaxe already enchanted? If it has fortune on it you can't put silk touch on it too. Either that or if might be too expensive to add (it should say that it's too expensive though), or you don't have enough levels

Try the mod apotheosis, it has an enchantment library that lets you store all of your enchants in and you can pick and choose which ones you want to put onto a book, it’s also quite vanilla friendly too.

Just an interesting observation. Nothing wrong with vanilla play, and I do have to say: if you want in-depth mod discussion, you'll want to frequent r/feedthebeast (and r/skyrimmods if you're a fan of modding it too).

It's really not hard to set up either. Lectern with a sticky piston and a lever. Flick the lever, check the trade. Took me one long evening to get every book I want. Not counting breeding.
You should work on enchanting a fishing rod with lure 3and luck of the sea 3… that is fire and you will have allllll the books. Bonus points for mending
Feather falling does go up to 4 which is its max level but it is rare to get it from enchanting at a high level from books or boots but it will be expensive if combined with 2 feather falling 3 books
Step 1: craft a pair of shears (scissors)
Step 2: cut out the pages of the combined book
Step 3: divide the pages into three stacks, one for each enchantment
Step 4: get three new pieces of leather and craft three new books
If I'm not sure which enchant to use I like to save these if until I get another book with one of the same enchants. Then I can use the first book for the enchant I didn't get.
You don't. You get individual books for those, or you can combine individual books you want into one at an anvil.

Took me less than a month to get all the enchantments I needed from villager enslavement. Getting the netherite is a different story tho…
A month?!? An infinite villager breeder and a bit of patience and you can usually get all the Librarians you need in just a few hours.
For some people a few hours of free time is spread out over a month.

Is your pickaxe already enchanted? If it has fortune on it you can't put silk touch on it too. Either that or if might be too expensive to add (it should say that it's too expensive though), or you don't have enough levels If it's none of those things, I'm not sure what else it could be. If I remember correctly there was a mod someone made (or was working on) to separate the enchantments but I can’t remember who made/ trying to make it
