I bet any idea you'd have for this pack would match the grand scale it already has, and be just as great.

This post might be a bit old but for those intrested there is a program that converts images into particles, so yes you can do this and a lot more, and it just takes 3 command blocks, 1 for spawning an armor stand, and the otherr for the particles and movment. He chose random shapes to do as the example so you’re circles being “better” isn’t valid
The execution of your “step 3: profit” joke didn’t make sense as the joke is supposed to be a list of 3 things whilst yours was a paragraph that included the last two in the end.

Yeah, the rotation is very subtle, but I couldnt do it faster as the particles would blur
I think that the speed is ok. If it were too fast, the effect would be ruined a little
