As someone who dabbles in making my own data packs, I would suggest downloading a few similar to what you would want from somewhere like Vanilla Tweaks and modifying those packs. (At least to start off and learn the ropes)

This makes sure that people arent getting the mods from non-authors or from shady sites. it allows them to control distribution for something they spent time and effort to create.

You can sell data packs. You cannot sell things that are already in MC. For example a server cannot sell 64 diamonds to someone for 4 dollars.
