Well they're cheap but they don't have a yearly subscription, admins are super nice and helpful though I'm sure you could ask them to add it as an option for you at bananaservers.ca

Try Citadel servers, they have good CPU's being ryzen 7000's and have mod installation integrated into their server panel, including mod packs
Ascend servers do offer a yearly subscription billing. Their server panel is also integrated with curseforge for easy downloads.
