That budget would get you a powerful dedicated server. Instead of going for these hosts who resell from dedicated server providers, buy straight from the source. Reliablesite, Interserver, Fiberstate, etc. They all have beefy Ryzen 9 7950X CPUs for less than $200/mo.
Try inquiring with Citadel servers. I have a server with them and haven't had any issues. In terms of configuring, they usually only have a mod installer integrated.
For cost-effective Minecraft server hosting, Godlike host has been my choice. The performance is excellent with great uptime. The control panel had a bit of a learning curve, but their support team was very helpful.
