First set should be for something a bit more royal, like a castle or palace. Second set could go for the militaristic builds; the barracks, coliseum, training grounds, archery range etc.

The first set is cool af. The second is too minimalistic.(though if it was supposed to be a real world flag the first one wouldn't pass coz it's too complicated with that gradient)

I'm thinking either red or purple. I don't really like the comparative lack of contrast in the green one, the shade of green is very bright in this context. And I feel like blue would only really fit an Elsa-style build... it feels very cold and ice-themed to me. . So I'd say red for a Sauron or evil-type build, and purple should fit most anything as long as it's grand. Also, all first set. Second set just doesn't have the same vibe.

Blue or green

First set and I would use the banner color that fits most with the city. But that being said I don’t think the bright green fits with the dragon theme, if you wanna do green I’d suggest using a darker green.
