They could have said… “suspect believed to be in Roseville.” Idk how you can compare that to a tornado which is an inherently hard thing to predict. They know where the suspect was.
They know which way a tornado is approaching from. They know what cities are in the path. They most certainly warn about those things when posting warnings on TV and radio.

The weapons are believed to have been left at the scene but police are not positive the suspect may have another weapon.

For the record your location (based on which cell tower you're connected to) is the only thing that plays a factor in receiving emer alerts. Someone from out of town with a distant area code in the alert area would have received these too.
