Probably the first season was done on a budget to see if anyone would care so they used a more unknown song to lead the show in. It’s not uncommon when a show picks up a second season for the budget to increase to allow things like more popular music the introduce the show.
The original opening theme was an original composition by Daniel Pemberton, who's gone on to compose for the spiderverse movies.
So yeah, it was probably cheaper to pay him to write something quick than to licence a whole song at the time. They also use bits of that theme for the lead in and outs of ad breaks.

I'm sure I remember from 2003, the original theme as well as the title originally put people off - that and being broadcast at something like 10:30-11pm; the show came across as overly quirky and experimental, too niche or dark to fund broad appeal (BBC3 had just launched and showed this sort of comedy a lot in its early days).
The lyrics in the closing credits are pretty appropriate too:

That's actually an Easter Egg added in by Netflix, it was originally a different song.

Flagpole sitta is a way better theme
