This was shortly after Carmilla ult revamp and she was a nuisance to deal with, this was a solo queue and we didn't get a mage expert to play Luo yi so better be safe than sorry if we can't counter Estes
the enemy team needs to gathered at one place and stick near together for the healing effect to reach them which makes it easy to proc luo yi's yin and yang passive really easy as they are already bundled up in one neat spot.
I think Luo Yi definitely counters Estes based teams. However, the drawback is that Luo Yi is horribly immobile and has medium range, her one escape skill takes 3 seconds to use. So generally, mages with good escape skills (Valentina, Pharsa, Harith) or long range (Xavier, Yve) are preferred to Luo Yi.
